Early elections in Ivory Coast unlikely

Abidjan, 29 April-(ANA)-The top U.N. envoy in Ivory Coast said Tuesday he sees little prospect for early elections and reunification of the war-divided West African nation.

The country — split in two after an attempted coup sparked civil war in 2002 — signed a peace deal in March 2007 that brought key rebel leaders into the administration and offered hope for a single government after years of foundering accords and disarmament plans.

But envoy Choi Young-Jin told the U.N. Security Council that a supplemental agreement in December reversed the previous sequence, which called for elections before the reunification process is completed.

He said that "considerably weakened" the momentum for restoring democracy soon.

At the same time, he said, critical elements of the reunification process, including the transfer of authority from zone commanders to local officials and the centralization of the treasury, "are not progressing as envisioned," with many deadlines missed.

"In sum, as it stands, the prospect for the early elections and reunification cannot be described as encouraging," Choi said.

Nonetheless, he said, Ivory Coast is benefiting from peace and stability, resulting in an "increasingly higher degree of return to the normalcy of daily life, including commercial activities." (ANA)
